Why wouldn’t a Chief over estimate an incident vs under estimate or consider it to be non significant?

Why wouldn’t a Chief hold all companies until it’s confirmed the incident is under control?

Why wouldn’t a Chief want other Chiefs at the incident to assist in the overall Command & Control?

Why wouldn’t a Chief call an extra alarm when all companies on the existing assignment are going to work?

So many What ifs that we can’t go back if didn’t plan on them in the first place.
